Community Solar Subscriptions: Compare Credits, Discounts, and Exit Terms
A contract worksheet for comparing community solar subscription fees with utility bill credits, production variability, and cancellation rules.
Community solar can be useful when you rent, have a shaded roof, or do not want rooftop equipment, but the subscription is a second contract attached to a utility credit. Compare the fee and credit in the same month, then read the exit and transfer clauses. The Department of Energy describes the usual structure: an off-site array sends electricity to the grid, the subscriber pays for a share, and the utility applies a credit representing that share’s value. DOE’s community solar overview also says consumer protections should disclose fees and termination terms clearly.
Put the offer into four columns
Ask the provider to fill in:

DOE says subscribers typically pay a monthly subscription fee and receive a portion of the dollar value generated by the project as a utility-bill credit. That description does not guarantee a particular credit rate, production level, savings percentage, or state eligibility. Your utility’s tariff and the project contract control.
For a concrete state example, NYSERDA’s project-selection guide tells New York subscribers to compare cancellation fees, notice periods, and project status. A project still under construction can delay credits. New York customers can also check the Department of Public Service’s registered-provider list; consumers elsewhere should use their own state or utility program resources.
A clearly hypothetical credit test
Assume a project credits $72 on a July utility bill and charges a subscription fee equal to 85% of that credit. The fee is 0.85 × $72 = $61.20; gross bill reduction is $72; net subscription benefit is $72 - $61.20 = $10.80. If the contract adds a $5 monthly platform fee, net benefit is $5.80. If the array produces only $40 of credit in a cloudy month, the percentage fee falls to $40 × 0.85 = $34, leaving $6 before the platform fee. A different contract could instead charge a fixed $61.20 monthly fee; under that fixed-fee assumption, a $40 credit produces a $21.20 shortfall. These are teaching assumptions, not a market quote.
The worksheet should also show the utility bill after the credit. A credit may reduce supply charges while leaving delivery, customer, taxes, or minimum charges in place. If the provider advertises “20% savings,” ask whether that percentage is calculated against the credit, the full utility bill, or the subscription payment. DOE lists savings and clear disclosures among consumer-protection best practices. A best-practice target is not a guarantee that a particular contract meets it.
Questions that decide the risk
Read the production and credit language. Is the credit based on the project’s actual monthly generation or a guaranteed amount? Can unused credits roll over, expire, or be canceled when you leave? Who owns renewable-energy certificates? Does the utility require a particular meter or customer class? Is enrollment limited to the project’s service territory? Ask whether the bill shows the credit separately from the subscription charge.
Then read cancellation. Look for required notice, a fee, a buyer-transfer obligation, and what happens if you move to an address outside the utility territory. A “no upfront cost” offer can still have a long contract. NYSERDA says some New York subscriptions permit a transfer when customers move. Get that permission and any service-territory limit in writing before relying on it.
Before signing, save the disclosure, rate sheet, utility program rules, and a sample bill. Enter three months of expected credit and payment into the worksheet, including a low-production month. A subscription is easier to judge when the net line is calculated after every fee and after the utility charges that remain.
