The right downspout extension is the one that delivers roof water to a safe outfall without creating a new foundation, erosion, neighbor, or trip hazard. Above-ground elbows, extensions, and splash blocks are easy to inspect. Buried lines look cleaner and can cross a walkway, but they add excavation, outlets, cleanouts, and an obligation to prove where water ends up.
Portland’s drainage guidance illustrates the decision clearly: an extension should keep runoff from pooling at a basement or foundation, while underground drywells or soakage trenches may trigger different permitting questions (Portland downspout-disconnection guidance). Portland lists minimum separation examples for its program, including six feet from a basement and two feet from a crawl-space or slab foundation, and tells residents to avoid property lines, retaining walls, septic systems, and walkways. Those are Portland-specific requirements, not a national code. Treat them as a model for the questions to ask your own public-works department.
What a buried quote must include
Do not compare a visible extension price with a buried-line price that omits excavation and restoration. Request pipe type and diameter, trench route, slope, cleanouts, catch basin or emitter, termination point, soil disposal, backfill, sod or paving repair, and permit responsibility. PNNL’s Building America guidance recommends carrying downspouts to a sloping grade at least five feet from the foundation or to an underground catchment at least ten feet away that is separate from the foundation-drain system (PNNL gutters and downspouts guide).
An underground line is only as good as its outlet. Ask who will verify that the line drains after heavy rain and how it can be cleared. A perforated pipe beside the footing is not a substitute for a proper outfall; it can add water where the foundation is most sensitive. If the yard is flat, wet, or near a retaining wall, pay for site evaluation before trenching.
Price the maintenance
Surface systems need debris removal and occasional repositioning. Buried systems need accessible cleanouts, outlet inspection, and protection against settlement or crushed pipe. Portland says disconnected systems require periodic checks for erosion, leaks, debris, and safe drainage. Include those tasks in the ownership decision.
The extension material is only part of the budget; these sources do not price excavation or restoration for a particular property. Local soil, surface restoration, excavation access, and discharge rules dominate. Get a written site sketch and a separate allowance for unknown underground conflicts. The next useful step is to watch the outlet during a hard rain and photograph where water currently pools before requesting bids.
