The first decision is whether you need to locate lead-based paint or identify active lead hazards. EPA defines an inspection as a surface-by-surface investigation that determines whether lead-based paint is present and where it is located. Paying for the wrong service creates a report that cannot answer the renovation, child-safety, rental, or transaction question.

EPA says inspections and risk assessments can legally be performed only by certified inspectors or risk assessors. Ask for the certification type, issuing authority, service area, and whether the person collecting samples is the person named on the report.

The property’s age and planned disturbance drive scope. EPA notes that pre-1978 housing deserves special care and that renovation, repair, or painting can generate hazardous dust. An inspection may be useful before buying, renting, or remodeling. If the issue is current exposure, a risk assessment may be more useful than a paint-only inventory because it includes dust and soil questions. If the question is compliance with lead-safe renovation rules, ask the contractor for the applicable certification and work scope; a lead report does not authorize unsafe disturbance.

Ask each provider to specify surfaces included, rooms excluded, number and type of samples, testing technology, laboratory, sample collection, chain of custody, report map, and turnaround. Surface condition, inaccessible areas, painted layers, and prior encapsulation can change what a result means. A negative result for one chip or location does not characterize untested surfaces. Record the building age, renovation plan, children’s occupancy, and transaction deadline in the quote request.

Keep testing separate from abatement or renovation. EPA says a certified risk assessor can help decide between abatement and continued management, while work that disturbs lead-based paint should use lead-safe practices and appropriate certification. Do not sand, scrape, drill, or open painted assemblies to collect a sample yourself. If paint is deteriorating or a child may be exposed, obtain local public-health guidance promptly.

The useful total is the inspection or assessment, sample collection, laboratory analysis, report, clearance or follow-up testing, and any repair or abatement scope. A provider who quotes a low per-sample fee may not be offering an inspection. Use interior house painting cost only after the lead-safe work plan is defined. Compare two proposals against the same question and keep the report’s limitations with your renovation and disclosure records.
