Ask where a cleanout will let a technician work, not simply where a cap can be placed. What changes the cleanout scope

Compare the complete proposal

Request a sketch with the connection point, cleanout elevation, expected excavation, and surface restoration. Ask whether the quote includes locating, permits, traffic or sidewalk control, bedding, backfill, riser protection, and a watertight cap. Confirm whether the contractor will camera or flow-test the line after installation.

If the cleanout is being added because of repeated backups, separate the access improvement from the cause investigation. A cleanout can make future cleaning easier, but it does not repair a collapsed, offset, or root-filled pipe. Ask whether the provider recommends cleaning or camera work first and whether those services are included or optional.

The cap should remain visible or be documented for future service. A hidden cleanout under a new deck or concrete surface recreates the access problem. Ask how the finished grade, landscaping, and future cap removal are handled.

A useful bid comparison sheet

Put bids into five lines: diagnosis and layout, fittings and pipe, excavation, restoration, and testing. Mark each as included, allowance, or excluded. Ask for an alternate for a second cleanout if the first position cannot reach the street-side line. No national cleanout-installation price is defensible without depth, surface and ownership information. Photograph the existing line entry and any accessible caps, then request the same sketch from every bidder.

Before work starts, ask how a cleaning cable or camera will turn at the proposed opening and whether the cap can be removed without damaging landscaping or paving. Confirm the cleanout’s finished elevation so it does not sit below new soil or become a trip hazard. Keep the drawing with your property records and mark the cap after restoration. The small effort turns an installation into usable future access.
